A definite yes - its fixed by the Sepp Blatter select committee who always ensure the Cup goes to Brazil, Argentina,Italy,France,Uruguay or Germany who it is arranged we always get beaten by - (although we drew with them on penalties today - the silver lining) - However I beleive that the fixing committee did slip up once in 1966 ? They also ensure technology doesnt get in the way of their dastardly plans !
