Child car seats legislation
Who do you say would get the fine in the following situation ?
Grandparents are giving their son, daughter-in-law and their 18 month old grandson an emergency lift home (Which is why they have no childseat)
18 month grandson is sitting in the back between his parents.
If they are stopped by the police, who gets the fine for carrying the child in a car without a child car seat ?
Is it the parents as it is down to them to ensure their child is in a car seat or is it the driver's responsibility ?
I think it is the driver but other family members disagree with me on this.

There are times when not using a childs car seat is not illegal....

A couple of years ago I was coming out of a carpark and there was large Asian lady and her young daughter getting out of a car. The young woman proceeded to open the boot and lifted out a baby laid in its carry seat. They were unconcerned perhaps the baby wouldn't fit on the back seat with the fat Asian lady, it looked like normal behaviour.
