There are plenty of great roses under 10.
Remember that a rose in just a white wine, made with either red or white grapes, but with the wine left to sit on red grape skins to give a hint of colour, and fruitiness.
So pick a grape variety that you enjoy, such as Pinot noir perhaps, and look for a rose.
Bear in mind that the taste of a wine is determined primarily by the grape variety, not the place of origin.
Alternatively, the classic rose, which will generally be good, is a French Rose d'Anjou.
