threat levels

Why is it that the colours of different threat levels have odd names, rather than being the name of a standard colour.
In the nearby TA centre had a sign saying ''current threat level 'bikini (black?)'' rather than just black or why don't they use words like severe, high, moderate, low . . .?
I weren't sure where to put this, but at least lots of people will see it in CB . . .hopefully it won't get hijacked.
