i have been registered as disabled recently because of a back disability ive had for ten years that was misdiagnosed. i have a private car and have tried to get some discount for my road tax as i medically need a car to get round in. But i have tried to get DLA but was refused even though i need my wife to sometimes help me in the toliet and has to every day wash my legs from the knees to feet because i cannot strech my spine that far to reach. i have had an epijural which has helped alot but i need upto 4 per year just to walk properly. yet a polish guy down the road has a polish tax disc which, he says, costs about £15 per year. so im disabled but cant get any help from the state, even for cheaper car tax but this foreigner that is physically fit and healthy pays only £15 per year. i bet he doesnt pay much income tax either.

I can't help with your own issue, but I don't understand your comment about the Polish person - I would not have thought a Polish tax disc is valid in the UK - and surely if he is in employment, he will be paying the same UK income tax as the rest of us?

Have you applied for mobility benefit, if you qualify for that you will get a car and free tax, insurance, servicing and repairs etc, if you don't qualify for mobility then you wont get reduced car tax either I don't think.

surely you have seen a polish car with a polish hologrammed disc in it. there are loads around. you should also notice no uk car tax disc in it.
A Polish tax disc on a Polish-registered car is OK.
When's the last time you bought a French tax disc in order to be able to take your car into France?
You must get about a fair bit, despite being disabled, to notice these tax discs.

i mean that as polish people are driving cars on british roads using cheaper polish car tax, why shouldnt i think that they are paying polish employment taxes if any exist.
please dont take this a anything racist or detremental towards the polish, but its just very unfair that we brits pay through the nose for things but some forign people dont in the uk.

just to point out ive never taken my car outside uk, cant afford to go on holidays. as for spotting them i mean around my town.
Yes it is true that Johnny-foreigner can bring his car into the UK and drive it around on a temporary basis - in much the same way as anyone in the UK can do the reverse. Provided one has insurance. If the car is permanently expoted/imported, that's different.
EU workers who are properly registered (and the vast majority are) are paying tax and national insurance in exactly the same way as a Brit.
You've been reading the wrong sort of newspapers.
Being classed as disabled is not necessarily a sign of poverty so why should the disabled get a concession on their car tax (or anything else for that matter)?

if you are not entitled to DLA then you are not. You have an epidural, and it "allows you to walk properly" by your own account. If you can walk properly, then why on earth should you be entitled to the mobility component of DLA?
Have you ever considered getting a sponge/brush on a stick to alleviate the problem of you wife having to wash your legs? you can buy them for about a tenner in mobility/disabled shops (i expect you can probably get them VAT exempted too so there is your help from the state)
To get the tax exemption you need to be in receipt of the Higher Rate DLA Mobility component and to get that, you need to be unable or virtually unable to walk. I'm no medical expert but if you need help only sometimes then I doubt the condition is severe enough.

As for the comment about the Polish driver not paying much income tax, how the hell would you know that? Has he telt you all his personal financial arrangements?

You get free road tax if you receive the higher rate mobility component of DLA and drive your own car. If you chose to have a motability car, then the payment is used to pay for the car.
you have to be getting higher rate mobility as already posted by Kathyan, you dont have to be the driver, your disablement might prevent you from driving [ eg reg blind or uable to use your legs] you can name a driver i.e.your wife and the car can be registered in her name, but you have to be in the car or the person driving alone has to be doing an errand on your behalf.
how they enforce this I do not know.
