Directly no as they haven't built a bridge or tunnel yet.But you can get a train to the various ports that have ferries to Ireland.

Even if there were tunnels or bridges long enough it would be impossible to travel directly from London to any Irish city, or town, because the rail gauges (width of track) are different.

There are regular ferry sailings from Holyhead, Liverpool, Stranraer, and Cairnryan to ports in either the Republic of Ireland and Northern Ireland.
