enforcement notice

i own a camping and caravan club site its only small with certification for 5 caravans the problem i have is this i often stay on the site in a caravan for upto 28 days as allowed by the ccc and have now got an enforcement notice on the site saying i am changing the lands use from caravan site to residental we do,nt want to live here all of the time its only a bolt hole from a pub we have shares in and the planning officer says we are not useing it for recreational use but how do you define this i asked him but he could,nt give me an answer, any info might help as we only 30 days before the enforcement takes effect
