Glueing concrete together

Winter frost caused the small reservoir at the top of our fountain to shear off leaving a reasonably clean face on each side. I am hoping to 'stick' these faces together and would like some advice re materials. I do not want to use epoxy resin and have been told use ordinary silicon sealant, well coated, which I feel would work.
Any suggestions?

don't know how big you piece of concrete is ................
Can you not drill a few holes in either side of the concrete pieces to use metal dowels to help keep it together while whatever you use cures, this would also make the join stronger.

I have no idea how silicon is going to hold it

Should have said it is like a flower pot 175mm at bottom and 250mm at top with a 25mm plastic pipe up through bottom. It has sheared completely round about 40-50mm from bottom, does not hold a lot of water. Do not want to drill and want to use adhesive to save pinning even temporarily, and can weigh it down until all sets.

I used Araldite on a terrazzo paving slab in the garden that had broken in two. Five years later it's still fine.

Hi Hard@it, Unibond do a waterproof PVA which may work. Maybe worth a try.

I've used no more nails to fix a bit of exterior screen walling before. Held fast for years.
