Is this based on the amount you buy your house for??  As in, the value of the house today?

No it's based on a theorhetical value that your house had or would have had on the first of April 1991.

There is due to be a major revaluation and reassignment of houses to bands which will start April first 2007 based on the supposed value on April first 2005.

Apart from in Wales where it's a year earlier I think

Rebanding has already happened in Wales, where 33% of homes went up a band, while only 8% went down.

So, is there a sum I can do to work out the value of a house in 1991?  You know, current value minus 10 equals...??

Or do I just have to ask the estate agent/current occupant what band it's in??

You can check the Council Tax Band of any UK address here, but this will not show what the cost is. For this information you could indeed ask the current occupier or local authority.
