Many advertisements get banned because they are inaccurate. This is just another. Keeping the curtains drawn and paying with cash is quite common behaviour, and not the first signs of terrorist tendencies.
And reporting a terrorist is not an offence, if you see someone paying with cash, then by all means report it to the authorities. It is just the advertisement that is not up to scratch.

i think the ad is inappropriate, misleading and appeals to simple-minded mob mentality
we hear stories of how people with the same name as a murderer get hounded, or even if they just look vaguely like one they get accused, or even some nasty person starts a rumour - people beleive and act on it, how paediatricians get abuse because idiots cant read properly etc etc
this is just inciting people to gang up on neighbours who like their privacy or seem 'a bit odd'

Its a well known fact that we have terrorists living amongst us and we can't lift a finger to stop them planning an event. They just quote the human rights legislation and they can lie back, collect benefits, sue the country for £millions and get away with it.
Prevention is the only key. Once that is taken away we are left with clearing up the human remains from a bomb. Not to apply any action because of the sensitivities of a few deranged individuals is taking the biscuit. There were 15 complaints made against the ad, such a small proportion of the population.
