Confusing "sex act" story

The headline says "sex act woman".

Then it says she was arrested for urinating on a memorial.

Then it says she was performing a "sex act" on a "man nearby"

(you'd hope he was quite nearby, if she was performing a sex act on him).

So is she actually in trouble just for giving her BF a beejay ?
