The program was provided by Microsoft in a 'Service Pack' for your operating system. It's function was to close a security loophole in part of Windows. Once the program has been run (which probably happened when the Service Pack was installed) it's done its job and is no longer needed.

So you should be able to safely remove it but it's such a tiny program (375KB) that there's very little point in doing so.
