PC Silent Running error prompt

What is meant by ' Silent running HW clock slowdown due to missing auxiliary power' which is displayed using my Help n Support on Windows XP. Having PC hanging issues n this is displayed frequently on my error log. Cud this b the cause of my PC hanging though it runs fine in safe mode? Tks as always.

Googling that message, the problem seems to be related to the power supply - either because there is too much hardware installed in the computer for the PSU to maintain a decent level for everything, or because the PSU is simply not up to the job, or possibly something to do with supply to the graphics card.
My guess, and it is ONLY a guess, would be that it is something to do with the graphics card if everything is fine in safe mode, because any time I've been in safe mode the graphics tend to be pretty basic.
