Why would anybody pay commission to have a cheque cashed in one of these places?

I'm guessing - they are desperate for cash?

Possibly they dont have a bank account ..!

because they don't want to wait three days for the money to clear at the bank, and need the money today.

and sometimes it's because they don't want anyone else to know they have! Like their partner for example.
