thanks for replying hawkwalk but it isn't anything like a spiders web, it's looks as gossamer has been laid across the plant it's covered the whole of the top and a bit of the sides as I said the problem is it seems to be killing the plant I've never seen anything like before so any suggestions or advice would be appreciated.

there are caterpillars who make tents or huge webs over plants...but I can't find an image atm
Sounds like a spiders nest. Where they lay their eggs not a web that catches their food.

try googling 'processionary caterpillars' I am fairly sure that this is what you have got.
