it could be fall out?
could it be Bawl Out....to Bawl is to speak loudly
Could be Call out  as in Strike
I think you are right, for what its worth, cas49. Say loudly = call out and if you were a union leader asking for a strike then you would "call out" the workers, perhaps with the words "Down tools".

I have put ..Bawl out as an Awl is a tool.

Oh dear - I think I will stick with CALL OUT - but then BAWL OUT looks right as well !!!

If it was bawl out as per awl, where does the "b" of bawl go? And why say down tools? - which is exactly what would happen in a strike? look up call out in your dictionary cas49 and you will see this is correct - sorry shaneystar.
