Paypal top up card payments

Is anyone else having problems with the paypal top up card today?
I made top ups to it through my paypal account on sunday and monday and none have gone through yet. I spent 20 mins on the phone to them this afternoon and was told their system was down.
Is this affecting anyone else or is it just me?

I transfered £285 on Sunday 26th Sept.
It has not reached my card. I contacted the so called customer services on Monday and received their usual reply (as this has happened to me on many occassions); "there was a problem with the batch processing. Funds should be on your card by 8pm this evening.
Surprise surprise, it did not reach the account. Phoned them again on Tuesday, I was told "there is a problem with the batch processing". I then asked when I can expect to see MY money on the account and was told that they didn't know. I checked again today (Wedsnesday) and it's still not there.
This happens a lot with the paypal topup card and they don't give a damn.
I have made a formal complaint to the Financial Ombudsman Service who have taken my complaint seriously and are writing to them asking for an explanation.
Contrary to popular belief paypal are regulated by the Financial Services Ombudsman and I strongly suggest that you call them and make a complaint. If enough people do this alarm bells should start to ring and perhaps this will force paypal to pull their socks up.
