can employers make redundencies whilst retaining agency staff?

My company wants to make 2 perm staff (warehouse operatives) redundant. But we have 1 agency staff (fork lift driver). Do they need to let the one agency go, and train(whatever the cost) one of the perm staff to do the job? Then only make one perm staff redundant.
Or as it is not the agency persons job that is redundant, can they stay whilst the 2 perm staff go?

it is the job that is redundant, rather than the person, so i would say the second one
The fork lift truck driver job is not redundant, so he gets to stay.
