Have only just completed the grid and have all the omitted letters, but have no idea what the newly coined aphorism is any pointers please

So the word lengths of the aphorism should be 3,2,3,5,2,5,3,3,6, and the meaning is that the divine is not disposed to foolishness, and the mortal not to good judgement.
