You might get a better response if you posted this in technology... but while I'm here! first off unplug all things connected into the USB ports.
then, Is it a desktop or a laptop? either way remove the RAM and re-seat it and try again, if no joy and it's a desktop start disconnecting stuff like the drives until you get it down to the bare minimum needed to boot (pretty much just motherboard) and try again to see if it boots to the first splash screen.
If still no joy could be motherboard or power supply.
