Although not exactly known for being a major player on the world stage (like Belgium), it stood loyally by Britain during both wars and still retains its affections for the Motherland, unlike its traitorous southern neighbour. I have yet to discern a strong movement for republicanism in Canada (apart from Quebec, but hey, you know what the Frenchies are like!). Given the republican movements in Oz and NZ, successive British governments of the 19C made very wise decisions. Send the criminals to the Antipodes, and the nice guys to Canada.
