Until such time as probate has been granted only the executors have the right to see a will. (They can show it to anyone else if they so please, but they're not obliged to do so).
Once probate has been obtained the will becomes a public document. Anyone can obtain a copy of the grant (which includes a copy of the will). If you're unsure of whether probate has been granted (or you know that it hasn't) you can enter a 'standing search' with the Probate Registry. It costs just £5. If probate is granted within the next 6 months you automatically receive a copy of the grant. If it isn't, you can pay another fiver to extend the search for a further 6 months.
