It's only North Korea again

North Korea has fired live ammo at a populated island that is just south-west of Seoul; no-one killed but there are some injuries as well as damage to buildings.
This isn't the first military skirmish that the North has initiated but will one of these incidents be the trigger for full military engagement between North and South Korea in the near future?

When you take into account the sinking of that warship earlier in the year, which was probably down to the North, together with today's reports that they are further along the road to having a nuclear weapon than had previously been believed then maybe it would be better to take decisive action now rather than to keep letting these incidents happen.
However one would guess that China, in particular, won't want any pro-active measures to be taken.
