can some one help me i live on a unadopted road to the left of me is a dead end and 2 other houses can i build a paved garden area to the front of my house thanks

How would building this garden impact on emergency access or right of way to yours and neighbouring properties? when you say it is unadopted, have you checked with the land registry to identify any owners?
Couldn't someone maybe foster the road for a while?

You presumably still have a property boundary which ends at the road - you can do what you like with your garden up to the road edge, as I understand it. We lived on an unadopted road when I was a child, people still had hedges and stuff to denote their own boundaries up to the roadside.
You may still need Planning Permission if you seek to cover any substantial area of your garden. See here;
