why would you nneed pump action for antifreeze? It goes in the car engine. Personally i wouldn't dilute it because it will be in the wrong proportions and tghe water in your engine will freeze!
I presume you are talking about de-icer not anti freeze, and if you dilute it, it might turn to ice as it hits the windscreen.

If you are going to add some water, try a little at a time
Do you actually mean de-icer for the windscreen, rather than anti-freeze for the cooling system?

sorry yes its de-icer
... or do you mean screenwash to go in the wash bottle?

I imagine it is de-icer, as that is the only one normally in a pump action bottle.
If so, I wouldn't dream of adding water.
It won't matter if diluted .. just won't work as well.
Youi do get some daft questions. Why on earth even dream of diluting?
To answer your question: Yes, you could dilute it. It may just not be as effective.
