I would say around 9 at the latest. especially because girls mature faster than boys.

"Have to"? Do you mean if she's been sharing with a brother? I shared a room with my sister until she was 28.
She doesn't.
My Dad had 7 brothers and 5 sisters and was brought up in a 2 bed cottage.
ummm are you my cousin? or some sort if relative? i had 12 irish cousins, 7 lads and 5 , and they were brought up in a 2 bed cottage
My sisters shared a room for years. If it's just girls sharing then I see no reason why they should ever HAVE to have their own room although if the opportunity is there then I guess it would be nice.
Including my Dad there was 8 boys...lol
Even if you share with a boy...no reason why you have to change in front of them. If you own your own house there are no rules.

If you're talking about Council housing waiting lists, they tend to view your application as needing separate rooms for opposite sex children when they are 8 or 10, depending on the Council. But there is no law that they HAVE to have separate rooms, just that it would be preferable.
My local Council and Housing Associations state 10 years old for different sex siblings, but they are in no rush to move you if you are in this situation more that if you apply for housing at this stage you will be deemed entitled to a seperate bedroom for each gender, if one is aged 10 or above.
