I'm no scientist, but I can tell you my dog barks, runs and wags her tail in her sleep. So that's how you tell.

Rapid Eye Movement (REM) is also associated with dreaming and I've seen that too in cats amd dogs.

I suppose ECGs and brain scans could also confirm dreaming taking place in mammals.

I am doubtful whether some of the lower animals dream, or can even think. You must have at least a few neurons to do that and so that definitely means the protozoans can't dream. How far up the evolutionary scale you have to come before dreaming is possible I leave to others to answer.
