They are voted on by members of AMPAS (the Academy of Motion Picture Arts and Sciences ). They are therefore often regarded as the highest accolade because it's fellow professionals who've decided that someone is the best in their field.
However, for that very reason (and because AMPAS is a solely US organisation), some regard the Academy Awards as too introspective. Golden Globes are voted on and presented by non-US journalists who review the films (members of the Hollywood Foreign Press Association), and are therefore more likely to represent the views of the general public across the world.

that said, there are only about 100 of them. Quite how well they represent the other 7 billion people of the world is hard to say.
