Hi! Does anyone know where/how one obtains a Senior Citizen's Pass in France?

If you mean a UK Pass,then you would have to be resident in the UK(or have at least a UK address) to obtain one.
They are issued in the UK by local councils,and you have to provide proof of age,and proof of residence.
I don't think you could do that in France.
Also these proofs and the relevant form have to be taken in person to the local council office.
