A friend of mine runs a small pub and is thinking about putting in free wi-fi for the businessmen that get in at lunchtimes, however she already has a wi-fi set up for her
own personal use so she is asking if she can just give out the code for that instead of
going to the expense of setting up a new one for customers, is this possible and if not why not?

There's not really any expense .. except for an ISP service.
If there is nothing sensitive stored on any part/connection to her own network, I don't see it is a problem. Her PC just needs to be locked down well.
She could also network a printer behind the bar for customers use .. also she could issue cards with the security pass, on deposit .. and refund at the customer's departure.
Is there not a personal rate and a business rate for broadband?
You can't just open up your own network for all and sundry - that is against the terms and conditions of the service.
You have to be wary of allowing such a service in any event:

All owners of a public wifi hotspot have to keep a record of everyone who logs on to it, by law. That is why The Cloud and suchlike are so popular, it takes care of all that sort of thing for you.
You can do it legally on a business BB account..

Personally I have and do use for doing such stuff....

Not cheap but it's how to do it properly.
