Tv show (late night drama series) around 1996/1997 on channel 4. About a guy running a pirate radio station from his block of flats, and a guy who was going through a breakdown after his wife had an affair. What was it called?

I was thinking of that too Eastender but I don't think it was set in a tower block.
Channel 4 did have a drama about the pirate radio and the urban music scene called Dubplate Drama. First came out in 2005 though... http://www.imdb.com/title/tt0499386/
The BBC had a documentary call Tower Block Dreams but again that was in the 2004
