Which programme to manipulate text?

Hi, I've been trying to make text into a circle using word and with a little help I did it in word art but it's not really doing what I need and is too limited.
Is there as programme that I can use to make a circle (or other shape) of text, then possible a solid ring within that circle and then maybe more text in the middle or a ring of dots etc? It's for use on greetings cards so I don't nee dany fancy 3d letters just my regular fonts.
