fiat punto fan problem

My mum has a 56 plate fiat punto than is having problems with the interior fan. when the fan is on full power there is poor air flow and the fan seems to be making a clicking noise. the fan slows down then speeds up and sometimes cuts out and restarts all by itself. Also making a funny noise??

any ideas??
