Just go into the Windows Control panel, then choose User Accounts, then choose "add new user" (or words to that effect).
Create a new user with any name you like then when you start Windows you have a choice of two different accounts to use.
You use one (you can put a password on it if you like) and let your child use the other.
This assumes you child is old enough to use the computer and it was not just a young child playing around on the computer using the mouse to click anything and every thing.

Try a different icon to load IE, there is normally one in the quick launch area next to the start button, one at the top of the start menu, and another one under start > all programs.
if all the normal icons for IE do the same then try start > all programs > accessories > system tools > internet explorer (no add ons)
