where can i upgrade windows 98 to windows xp for free?

You'll either have to buy the upgrade or the full versions of either XP Home or Professional Edition. If you look around and do your homework you can get a full copy of XP Home for around the �50 mark.
WindowsXP is a Microsoft product though, and in that sense they don't like you having it for free. They spent money making it, and even though I'm not a fan of MS's business practice, having it for free would be stealing, and that's naughty.

You should also think carefully about upgrading.
If you have an old PC, one that came out when Windows 98 was around, it is unlikely to be powerful enough to run Windows XP.
It may be better to buy a new "system unit" (the main PC box) and re-use your existing screen, mouse, keyboard, speakers etc.
This is only likely to cost you about �200 pounds, and will be a lot less hassle than upgrading to Windows XP.
