He'll certainly need a CRB check.
Not sure...do they hire them out in fancy dress shops? I went to a party in an Andy Pandy costume..

Would he need a CRB check?
If I were hiring I'd insist on it.
As the law stands at the moment, yes, he would need a crb check.

This is currently being reviewed in Parliament and will change in the next few months, but almost certainly a children's entertainer will need to be crb checked.

That is not the question though.

Fancy dress shops usually have in amongst their terms and conditions that outfits are not hired out for commercial use.

If he intends to represent himself as a major character he will certainly need permission from the copyright holder.
