Doc ... Whilst a permit is required to collect money in the street for a charitable purpose there is no such requirement when the collection is for private gain. No licence or permit is, therefore, required for busking. There are no bylaws which prevent busking. Busking is considered to be incidental music and therefore qualifies for one of the exemptions from the need to hold any permissions under the regulated entertainment provisions of the Licensing Act 2003.
However, the Police may become involved if an obstruction is caused. Excessively noisy or prolonged busking could constitute a noise nuisance that would be against the law. Any complaints would be investigated by the Council. The permission of the owner of the land where the busking will take place must be obtained.
