My company wants to move from weekly pay to 4 weekly pay, can i decline from doing this?

Only incentive is 2 weeks basic pay on the 1st payment of the new system. Then i suppose it will be catch up.

Yes.

It's a change in your contract terms, they have to go through the appropriate procedures before making the change (consultations) and you are entitled to not accept the changes.
Yes they need to give appropriate notice but I'm not sure I agree with chuckfickens that you can just refuse to accept it.
Imagine the chaos if half the staff are paid 4 weekly and half are paid weekly.
Is the company offering any sweeteners- eg an interest free loan of 3 weeks pay that is repaid over a year?
