According to the Sony website, the most basic Sony VAIO's drive is "Reader / Writer (DVD+-RW/+-R DL/RAM)":

Full specs says it has DVD optical drive, so it reads from and records to (burns) dual-layer discs

So when it says optical on specs on a laptop it means that they will burn discs?
No.

An 'optical' drive is simply one that uses laser light to read (or, where appropriate, to write) data from (or to) to a suitable disk. (Old-fashioned floppy disks were placed into magnetic drives. Your computer's hard disk is also a magnetic drive). So all CD and DVD drives are 'optical drives', irrespective of whether they're capable of writing data to disks.
