No, it's a symptom of a wider issue - the inability of a professional individual to behave in a professional manner and to treat his patients and colleagues with appropriate respect.

Children mature into adults by learning that what is acceptable in some social situations is not acceptable in others.

This person has clearly not passed through that maturation process, and as such, should not be employed in a professional environment.
