I'm not sure if this is what you are looking for, but there's an American guy called Bernard Krisher who's heavily into good works in Cambodia. Because he is so determined to get what he wants, he's been nicknamed 'Bernie Pusher'. Click http://www.asiaweek.com/asiaweek/technology/articl

The only reference to "Bernie Pusher" revealed by the Google search engine is the one quoted by Quizmonster above. This seems to indicate that this is not a term in general use, but simply Bernard Krisher's nickname.
