i have read that in future all cars on the road or not must be insured unless declared to dvla that they are not used on the road (SORN) that is even kept on the drive or in a garage

From sometime in March any car that is not being used (even those stored on private driveway etc) must have valid insurance if it does not have a sorn. As this is now all compterised the first time people hear about this is when a penalty notice falls on the mat of the registered keeper.

As Ritchiegang correctly states, it is only vehicles that are NOT subject to SORN (and which are not on a public road) that have been brought under the scope of the new legislation. There is still no obligation to insure a vehicle wjhere SORN has been declared:
