I know the supermarkets and M&S do minis of wine...you may find minis of liqueur also.
My local Londis sell them. I buy them sometimes when I need a dash of something for a sauce. Works out much cheaper to buy a small bottle though.
Probably your best bet is an 'outdoor' or off-licence, I know the one around the corner from me sells minature whiskies and brandy, and 1/4 bottles of rum, gin and vodka, but I'm not sure about liqueurs - you may be hard pressed to find a minature Cointreau, even though they are made for the hotel industry - good luck!!
Some small locally owned corner shops sell them. I`ve got a little Indian off licence around the corner that does miniatures. They have cointreau and grand marnier. I agree, they`re great for cooking.
Our Co-op sells 'em.
