Can anyone please suggest the best method of repairing a broken concrete sundial stand? Is pinning plus neat cement the best solution? Should I use PVA as a binding aid? It was knocked over and the vertical stand snapped cleanly in two!

Pin it if you can. Perhaps drill an oversized hole in each half to give you a bit of movement to re-align it properly.
You shouldn't need cement. Dampen each face a little and use neat PVA.
Or, a grab adhesive such as this one ...........

(Check that it's ok for exterior use though)

Thanks Builder. The pin and grab adhesive looks like the best option. By the way, the product description says it is waterproof. Dave
