When waiting for stuff on my computer , what is the difference between big and small?

Exactly what your pointers look like will depend on the set that you chose to use. But normally, if you hover the mouse over an application that's busy (so that you can't do anything more until it's finished what it's doing) you'll see the big egg timer. If on the other hand Windows itself is busy doing something that may impact on performance, you'll see a small egg timer beside the mouse pointer.

Rojash is correct. A more simplistic view is the Windows description of the default setting. Which is:

Mouse cursor with eggtimer - Working in background
Large eggtimer on it's own - Busy

They can both apply to individual applications or to the operating system itself depending on what you are doing.
