What is the meaning of 'swing' in the following sentence?
Ray had $50,000, and he could swing $890 a month, and he wanted desperately to own the airplane that he secretly considered to be his.

The added implication is one of a person swinging or attempting to swing an object attatched to a tether in a circular motion about ones head.
