a car outside my house on the public road has no tax. its sat there for 2-3 months, last week it finally had a little notice tucked under the wiper; kindly placed there by an Official. Would it have been a copper or traffic warden? Whats the fine for having an untaxed car on the road? Assuming its SORN.

Vehicles are usually clamped immediately for 24 hours and then removed if no payments/fine made,they dont normally give a warning notice first ,unless possibly it is taxed and the disc isnt visible.
not all insurers put insured cars on the database, i seen this on watchdog. if the car has no taxed and is declared sorn it has to be "off the road" on a drive or a garden or even a field but not a public road. it will probably be towed away and impounded if the fine isn't paid and once its clamped they have to prove the car is full legal before dvla will remove it.
are you sure the sticker wasnt a note to tell them to move it by a resident to tell them to move it off the road due to tax
