Who is the Administrator?

When trying to remove unnecessary start-up applications using msconfig I am told that access is refused me unless I can show that I am the Administrator or some such words.

Since I am the sole owner and user of my PC (Windows XP) I am surely the Administrator, whatever that means, but how do I prove that to my own computer?
