My daughter is in charge of decorating the school hall for her prom. Any ideas on decorations on a limited budget?

The school wanted the students to learn responsibility, budgeting, team working etc. Can't for the lift of me remember what I did for the decorating though, I probably delegated that bit! I do remember having candles which subsequently set fire to other table decorations though, so tell her not to buy candles!!!!
She was part of a large committee, but due to lack of interest, several girls leaving because they couldn't get there own way etc (you getting the picture) it has all been left to her and a friend. She is really struggling on a budget of about £1500 to get the hall decorted, hire a DJ and get some food! The school have not been particularly helpful. I personally think it is impossible but I would like someone to prove me wrong!!
I dont know why we in the UK have adopted this silly idea fron the USA of having a prom at the end of term. It puts tremendous pressure on parents who perhaps cant afford to go out and buy a prom dress, not to mention the big limo some of them have to have to get there. As usual it all ends up as a competition as to who has the best/most expensive dress. What's wrong with just having a school disco?
