PELICAN Crossings

Am I right in thinking that if a PELICAN or PUFFIN crossing lights are not working then it should be treated as a standard pedestrian (zebra) crossing, i.e. traffic should stop if a pedestrian is crossing?

There was a clear sign to show the lights were not working ( a series of three PELICANs in a town centre), therefore shouldn't motorists be approaching them with caution as much as the pedestrians should cross the road with caution? The onus cannot be placed solely on the pedestrian, they have as much right as the motorist to be there.

If the lights are out of order, so is the crossing. Just the same as if the traffic lights are out of order. But any driver with common sense should approach the crossing with caution if pedestrians are seen waiting to cross. But also pedestrian should treat the situation as though it is not a safe crossing anymore because there is no GREEN LIGHT to indicate it is safe to cross. No GREEN LIGHT indicates that in affect it is A RED LIGHT. You wouldnt walk across the road without a crossing without taking due careand attention, just as much as you wouldnt walk across the road at a crossing which had its lights on RED. Its just a matter of common sense and making asure you stay safe. Hope this answer helps, Mike.
